Simons, 22, has been a target for Tottenham for some time, and they have outmaneuvered Chelsea, who had also been interested in signing him.
Chelsea, meanwhile, is set to complete a £40m deal for Manchester United’s Alejandro Garnacho. Simons is expected to join Joao Palhinha and Mohammed Kudus as the latest summer arrivals at Tottenham.
The 22-year-old’s transfer is seen as a significant signing for Tottenham, who have been searching for a creative attacking midfielder to strengthen their squad. Simons also has favorable stats as he scored 22 goals and provided 24 assists in 78 appearances for Leipzig.
