Forward can feature against Magpies despite playing for Bournemouth in the competition earlier this season
Newcastle are not supportive of a rule change by the English Football League that allows Manchester City’s Antoine Semenyo to be available to face them when both sides meet in the Carabao Cup semifinals.
Newcastle, the current holders, will play City in a double header, with the first leg to be played on Tuesday.
City signed Semenyo this January after activating his £65m release clause from Bournemouth. Semenyo had already made an appearance for the Cherries in the second round, which would have meant he was cup-tied and unable to play for City in the competition this season.
However, the EFL has recently modified the rules, introducing a new clause that allows a player to represent up to two clubs in a season.
Newcastle manager Eddie Howe said: “Yeah, it was nice to find out the rules had changed after finding out they’d signed him.
“I have to say that’s one rule change I probably wouldn’t be supportive of at this current moment.
“But Antoine’s had an incredible season. I’m a big admirer of his and he scored on his debut, so fair play to him. I think Man City have signed a very, very good player.”
