Reports from Italy believe that VAR rules may change following Kalulu’s red card in the Inter Milan vs Juventus game.

The International Football Association Board (IFAB) is considering a change to VAR rules, potentially allowing video assistants to review second yellow card offenses, following Pierre Kalulu’s controversial red card in Inter’s 3-2 win over Juventus.

Kalulu was sent off in the 42nd minute for two bookable offenses, with the second yellow deemed ‘non-existent’ and ‘absurd’ by Italian newspapers.

Referee Federico La Penna didn’t hesitate to show Kalulu his second yellow, and VAR couldn’t intervene as it wasn’t a straight red card incident.

IFAB will review whether VAR should intervene in second yellow card offenses at its annual assembly in Cardiff, Wales on February 28. Reports indicate IFAB is likely to vote in favor, allowing VAR to review such incidents.

This potential change aims to reduce referee bias and speed up games. Trials show a 20% drop in controversial dismissals when VAR reviews second yellows.

Other proposed changes include allowing VAR to review corner kicks and penalties, and introducing an 8-second shot clock for goalkeepers.

If approved, these changes could come into effect on June 1, 2026, just in time for the World Cup in North America.

The goal is to refine football without complicating its simplicity, addressing concerns about fairness and officiating.
